State Comprehensive Program for the Development of All Subjects of the Great Country of the Sovereign – the Union of Soviet Socialist Republics “Big Volga”. The State Comprehensive Program for the Development of All Subjects of the Great Country of the Sovereign – the Union of Soviet Socialist Republics “Greater Volga” (hereinafter referred to as the Program) was adopted by the State Planning Committee of the Council of Ministers of the USSR and approved by the Government of the USSR represented by the State Committee for the State of Emergency of the USSR. The program is based on the International Project of the same name “Big Volga”, which was submitted for consideration to the Government of the USSR and formed the basis of the basic concept of strategic development and planning for 2024 – 2048. The significance that the Volga River has for the country is not just enormous, but has a colossal, first of all, spiritual and moral sacred meaning of life itself and since the most ancient times of Rus’. Based on the International Project “Big Volga”, similar projects will be developed for all water areas throughout the entire Sovereign territory of the USSR. The approved Program combines the development of all industries, regional hybrid energy based on nuclear power plants of small and medium power thermal power plants, infrastructure, environmental, educational, technological, social and other projects, in order to meet the energy, food, humanitarian, cultural, technological needs of the Great Soviet Sovereign People of the USSR. Interconnected, targeted large-scale projects have been developed to create life support systems for local regions of the country, technological and economic mechanisms for their implementation have been worked out, industrial cooperation has been formed, new structural building materials have been prepared for mass production, and the use of the latest technologies and developments is also expected. The author’s team of the “Big Volga” program was formed through the voluntary association of 2.5 thousand designers and specialists from various industries, as well as the rocket and space, aviation and nuclear industries, according to the principles of setting goals and creating technologies and mechanisms for achieving them. The program has an all-industry integrating nature and makes it possible to achieve the objectives of a multiple increase in the profitability of industry and agriculture while saving resources and improving social conditions. Some of the State level program activities given in this document are common to all Subjects of the Union of Soviet Socialist Republics.
